One written nomination was received nominating Councillor A J Messina as President. Councillor Messina had indicated in writing to the Chief Executive Officer that he was willing to accept the nomination. The Chief Executive Officer called for any further nominations. The nomination having been accepted and there being no further written nominations, Councillor Messina was declared elected President of the Shire of Mullewa for the next two years. Councillor Messina thanked everyone for their support. TC "YOUTH CENTRE GYMNASIUM" \f C \l "1" YOUTH CENTRE GYMNASIUM Toni Simpson asked if Council has any plans for a gymnasium at the Youth Centre. The President advised that a gymnasium was not part of the plans for the new Youth Centre and Councillor Freeman advised that a gymnasium was not ideal due to insurance issues and the need for an attendant at all times. The President advised that a grant of $40,000 is forthcoming to develop a Skate Park. The President also advised the visitors that the Chief Executive Officer will write to the two schools in Mullewa requesting input from students into the Skate Park development. The President advised that when the Mullewa Bowling Club vacates the old Bowling Club premises, Councillors will be invited to inspect the premises to make recommendations on redevelopment to the next Council meeting.  TC "MINUTE NO. 0403.12: GENE TECHNOLOGY REGULATOR" \f C \l "1" MINUTE NO. 0403.12: GENE TECHNOLOGY REGULATOR 1:37pm: Councillor Thurkle left the meeting. 1:38pm: Councillor Thurkle returned to the meeting. Councillor Doherty had requested that the Manager Health/Building attend this Council meeting to discuss his report to Council at the April Ordinary meeting about the report from the Office of Gene Technology Regulator to the commercial release of genetically modified material. A discussion ensued in which Councillor Doherty expressed concern that some of the views as presented by Mr Hadden may not be supported by factual information. He believed that some of his information was as the result of representations from people who attended a GMO meeting recently hosted by the Shire of Greenough. Mr Haddens response was that he was seeking to present to Council the best information that he could obtain with respect to health and safety concerns of GMOs. He acknowledged that whilst there was a lack of definitive information on the subject the information that he had available indicated that it may be appropriate to have a moratorium on the release of such materials until the health and safety risks were fully assessed. Councillor Doherty expressed the view that the ultimate determinate as to the acceptability of GMOs rests with the market place and that no conclusive proof of risk to health has been established. In his view the world-wide market for GMOs is growing and that technology could not afford to be held back.
