TC "MULLEWA YOUTH ACTIVITIES FOR" \f C \l "1" MULLEWA YOUTH ACTIVITIES FOR  Caitlyn Curley asked what was the progress with the possibility of erecting skateboard ramps. The President informed the visitors that the Youth Development Officer, Jim Sandy, has discussed the matter with some of the youth who frequent the Youth Centre and he thinks that a skateboard rink is not necessary and may create further problems. The President suggested that the school carry out a survey involving school aged children and their parents. The Deputy Principal advised that they will endeavour to obtain further information. She also advised that Mingenew has a skateboard park, which has proven to be very popular. Councillor Thomas suggested that the survey include students and families from Our Lady of Mount Carmel School.  TC "VACANT BUSINESS PREMISES USE OF" \f C \l "1" VACANT BUSINESS PREMISES USE OF Jonathan Goodwin asked Council if it would agree to the Mullewa District High School using empty business premises as areas to display work that the children have done. He suggested that the work may instil pride in the students and families, which in turn may lessen the incidence of vandalism on vacant businesses in the central business district. Council commended the students on their initiative, and advised that it will support the School providing permission is obtained from the owners of the businesses.  TC "MULLEWA SWIMMING POOL DIVING BOARD/SLIDE" \f C \l "1" MULLEWA SWIMMING POOL DIVING BOARD/SLIDE Caitlyn Curley asked if it would be possible to have a diving board or slide erected at the Mullewa Swimming Pool. The President directed the question to the Chief Executive Officer who informed Caitlyn that in the past there were two diving boards at the Pool, however they proved to be too dangerous and for public liability reasons were disassembled. Because there is only one attendant at the Pool, it is impossible to supervise the use of a diving board at all times. The President advised that the suggestion of a slide would be considered, however the problem of public liability and supervision remains a concern.  TC "MULLEWA SWIMMING POOL WINTER USE OF" \f C \l "1" MULLEWA SWIMMING POOL WINTER USE OF Jonathan Goodwin advised that the students of Mullewa District High School would like to know Councils opinion regarding the heating of the Mullewa Swimming Pool, including a sun smart cover that protects the area in winter as well as summer. He suggested that if the Pool was open during winter, tourists may use the pool. The President advised that Council will discuss the matter and make a decision at a later date.  TC "RIDING SCHOOL PROVISION OF" \f C \l "1" RIDING SCHOOL PROVISION OF Caitlyn Curley enquired whether it would be possible to establish a Riding School in Mullewa. The President advised that this would have to be established privately as a business venture and not by Council. Councillor Thurkle advised that it would not be viable, and only a particular type of horse is suitable and they are difficult to obtain. The President suggested that the School continue facilitating the horses and equipment at Christian Bros. Agricultural School as they have done in the past. The Youth Development Officer will also be instructed to investigate other possibilities.  TC "DRIVE-IN REDEVELOPMENT OF" \f C \l "1" DRIVE-IN REDEVELOPMENT OF Jonathan Goodwin asked whether it would be possible to have the Drive-In refurbished so that people did not have to travel to Geraldton to see a movie. The Chief Executive Officer advised that Council received notices of interest approximately six years ago, however following further investigations it was deemed too expensive to establish and would not be economically viable. Currently the buildings and grounds at the Drive-In are in a very poor state as a result of vandalism. Ms Spadaccini asked if the Town Hall would be suitable to use as a movie theatre. Councillor Wainwright advised that in the past the Mullewa Association for Progress (MAPS) showed movies in the Town Hall, as did the P & C from Mullewa District High School. Initially they were very popular, however the novelty soon wore off and attendances dwindled considerably deeming it unviable to continue. The Chief Executive Officer advised that the projection equipment is still in the community, however there is no screen. The Mullewa District High School Parents & Citizens' Association will have details on contacts for the hire of movies.  TC "EARLY RATES PAYMENT PRIZE DRAWING OF" \f C \l "1" EARLY RATES PAYMENT PRIZE DRAWING OF The first prize of $500.00 donated by the Commonwealth Bank of Australia was drawn by Jonathan Goodwin and was won by G H Cant & Co Assessment No. A1277. Second prize was donated by the Emerald Hotel in Perth and included a weekend package of two nights accommodation, Champagne and Chocolates, two tickets to a City Cinema or the Swan Bells Tower and a bottle of wine if guests dine in-house. This farm is to be an example for other farms in the Shire. The chosen landowner has permission to invite others. Councillor Thomas advised that she had approached Richard and Cathy McKenna and they had agreed. It was deemed that this property may not be a true indication of farms in the district, therefore the decision as to which farm will be chosen will be dealt with in General Business. The Chief Executive Officer advised that the National Rural Advisory Council is the assessment panel only. Councillor Thomas advised that in order to be eligible for assistance the farmer must not exceed the threshold for off farm assets. CARRIED 8/0  TC "NEW MEDICAL FACILITY CONSTRUCTION OF" \f C \l "1" NEW MEDICAL FACILITY CONSTRUCTION OF Councillor Thomas enquired what type of termite treatment will be used. Mr Hadden advised that with the chemicals used, any type of termite treatment is only guaranteed a ten-year lifespan. He advised that engineered timber trusses that have been treated will be used in the construction. Councillor Thomas wants to ensure that termite treatment is assessed and included in the construction. Councillor Thomas requested that a quote be obtained to include brickwork around the verandah posts of the building, similar to that on the verandah of the Administration Office. The Chief Executive Officer advised that tenders for the construction of the new Medical Centre will close at 4:00pm on Friday 18 January 2002. CARRIED 9/0 The Chief Executive Officer advised that the grant funding received from the Local Government Development Fund has been expended therefore any further consultation with Mr Peter Newman will be at Councils expense. In the Chief Executive Officers opinion the only time Mr Newmans services will be required in the future will be to register the agreements with the Commission. Mr Roden advised that they will be in place within the next few weeks. Councillor Freeman commended Bob Roden on his road maintenance activities and works. Maintenance grading of Road Verges Councillor F W Newman enquired why the maintenance graders are missing obvious washaway areas on the edge of gravel roads. Mr Roden advised he has recently spoken to both grader drivers regarding this matter. Erangy Spring & Micke Roads Councillor F Newman advised that there is a hole on the north side of the bottom curve on Erangy Spring Road. Mr Roden is aware of the hole including two holes on Depot Hill Road. He also advised that the holes on the west end of Micke Road have been temporarily repaired and will be repaired properly in the near future. Warren Road Rubbish Councillor Thomas advised that there was a large amount of rubbish near the Wooderarrung Creek crossing on Warren Road. Mr Roden advised that this has been cleaned up and had been used to increase the size of the bank of the creek. 3.12pm: Councillor Thurkle excused himself to Council and left the meeting Mullewa Refuse Site Councillor Thomas advised that the entrance to the Mullewa Refuse Site on the Carnarvon-Mullewa Road needs tidying up. Mr Roden advised that this had been carried out in the last few days. Roads in Tardun area Councillor Newman advised that he will collate a list of maintenance work, which he deems necessary for the roads in the Tardun district. He also suggested that the drainage from the middle of Drummond Road needs addressing. The Emergency Service Levy is a new source of funding with its source coming predominantly from property. A Road Rescue Levy will be introduced and this levy will be imposed on all vehicles with the exception of farm vehicles. The Road Rescue Levy will be approximately $10.00 to $12.00. This levy will decrease the amount needed to be raised from the Property Service Levy. All properties will be charged the Emergency Services Levy with the exception of property owned by the state government. The state government will continue to contribute 25% of the levy. Properties that are non-rateable, including churches and schools, will pay the levy. Developed property owned by local government will incur the levy also. Basis for Payment The levy is based on the level of service provided. There are five levels: Perth metropolitan area, areas that have the highest rate in the dollar, This area is serviced by career/paid fire fighters. Large communities that have a paid fire brigade; The fringe areas of the metropolitan area that have a bush fire brigade, fire rescue service and can draw on the paid brigades of Perth; Towns that have a fire rescue service brigade and a volunteer fire brigade. The Mullewa townsite is in this level, and Outside of small towns. Areas outside the Mullewa townsite come under this level. Fire service levels 4 and 5 are expected to raise $14,000.00 in the Mullewa Shire. Collection Local government is the cheapest option. Each local government will: be provided with software at no cost; receive a fee of approximately $3,500.00. This figure is based on 25% of the expected funds that Council will receive. The 25% is based on the amount levied, not amount received. receive a one-off payment of $1,000.00 to assist with the initial start up. Valuations on those properties that are currently not rated, will be carried out at no cost to Council. Council is required to remit on a monthly basis. In September/October the amount that Shire is entitled to for the initial cost of setup will be deducted from the $14,000.00. Budget The fund does not provide for privately owned equipment. Council is required to do a risk analysis in order to determine where equipment should be based within the district for ultimate public use. For ESL funding Council is required to submit a recurrent budget. This is to include insurance, maintenance of vehicles and fire station, but not administration. Once the budget is submitted, payments will be received quarterly with the first payment being received in July 2002. If the money is not received, or Council overspends, it is carried over into next years budget, as restricted assets. This will affect the amount received in the next year. The Chief Executive Officer is to complete the expenditure form and the auditors are to view it. Capital Need a five year strategic plan and should involve Fire and Emergency Services Authority for guidance and assistance; Require a risk analysis. The Grants Committee will consist of six people. It will oversee the equipment allocation and will settle discrepancies relating to the recurrent budget. 4:30pm: Councillor F Newman left the meeting 4:39pm: Councillor F Newman returned to the meeting. Councillor Messina asked Mr Vicary how difficult will it be to obtain a fire engine. Mr Vicary advised that each request will be determined on need then it will be the Grants Commissions decision. He also advised that if Council was supplied with new equipment, it would be hoped that the local government gave the Commission the old one so that it could be used elsewhere. Councillor Doherty asked if the ESL was charged per Assessment or per Location. He was advised that it is charged per Assessment regardless of size. UVs will be charged a set amount. GRVs are charged per value of the land. Councillor Freeman advised Mr Vicary that farmers provide their own equipment and it was his opinion that most of the ESL raised would come from farmers. Mr Vicary advised that the largest proportion of funding comes from the townsite. UV (Unimproved Value) will be charged $20.00 per Assessment and GRV (Gross Rental Value) will pay on land valuation. 4:41pm: Councillor Doherty left the meeting 4:48pm: Councillor Doherty returned to the meeting The President advised that currently CBH pay ex-gratia, not rates, and asked if they will pay the levy. Mr Vicary advised that to his knowledge they would pay. Mr Vicary advised that currently the state is looking for a greater contribution from the Commonwealth. The Chief Executive Officer advised that the Bush Fire Brigade Grants Committee is responsible for capital money as well as recurrent money and the appointment of the Committee is to be made by the Chief Executive Officer of Fire and Emergency Services Authority. Mr Vicary advised that the Committee will consist of a balanced representation from the country and metropolitan districts. It will consist of six members: 3 from Fire and Emergency Services Authority 1 from Bush Fire Board of Volunteers 2 Local Government representatives. The deadline for submissions regarding any concerns with the ESL/Committee are to be submitted by 12 January 2002. Councillor Messina asked if Council is currently paying for a unit will FESA pay the cost of the loan repayments. Mr Vicary advised that it must be included in the recurrent budget. Councillor Doherty asked what farm vehicles classify for the farm vehicle exemption. He was advised that the vehicle must have a farm concession. TC "CDMA MOBILE PHONE RECEPTION" \f C \l "1" CDMA MOBILE PHONE RECEPTION Councillor Thomas advised that since the booster at Gutha has been erected there has been little to no improvement in the availability of a signal in the Pindar/Tardun district. The signal appears to cover a wider area in the Morawa Shire. The Chief Executive Officer was directed to investigate. Councillor Freeman asked when the proposed booster is to be erected west of Mullewa on the sandplain. The Chief Executive Officer advised that Telstra has informed him that the entire project, including the booster will be in place by December 2002.  TC "TARDUN TOWNSITE DISPOSAL OF REFUSE" \f C \l "1" TARDUN TOWNSITE DISPOSAL OF REFUSE Councillor Newman advised that at a meeting last week it was resolved that the Tardun store requires somewhere/a service to dispose of its rubbish. He asked if it would be possible to have a bin supplied to the store and collected by the waste removal contractors, or would it be possible to have a rubbish tip at Tardun. Council advised that a rubbish tip would not be possible and suggested that the proprietor of the Tardun Store approach a landowner. Otherwise, the proprietor is advised to formally write to Council requesting a bin and removal service. The bin would only be provided on a recovery basis. At this stage Council will not act until a letter is received from the proprietor of the Tardun Store.  TC "PUBLIC LIABILITY INSURANCE COVER OF" \f C \l "1" PUBLIC LIABILITY INSURANCE COVER OF Councillor Johnstone advised that the Mullewa Golf Club assumed that while it has been insured for building and contents under the Mullewa Shires insurance policy, it was also covered for Public Liability. The Club has only recently discovered that it has not been covered for Public Liability and wanted to ensure that other Clubs/groups in a similar position were aware that they should obtain their own Public Liability cover. The Chief Executive Officer advised that most Clubs, to his knowledge, were aware of the situation and had obtained separate cover.  TC "PUBLIC CONVENIENCES SECURITY OF" \f C \l "1" PUBLIC CONVENIENCES SECURITY OF Councillor Wainwright asked if the disabled toilets at the Swimming Pool were going to be locked and accessible only by a key. The President advised that this will be assessed and implemented if deemed necessary. Councillor Wainwright advised that she was aware of another Shire painting the interior of its public toilets a baby pink. The change in colour resulted in a marked decrease in the incidence of loitering, vandalism and graffiti. The theory behind the idea is that pink has a calming effect on people.
